Project Manager/Leader - Senior- RQ00160

The purpose of this request is to acquire a Sr. Project Manager to lead projects related to the development of the Immunization Repository, including management of issues, risks and service change requests to ensure successful and on-time development of the projects and associated workstreams.  

The development and population of an Immunization Repository is a cornerstone within the Ministry of Health's one immunization record (Immunization Repository)’ priority and is in line with Ontario’s desired immunization future state. This work will be one of the forthcoming projects in the Immunization Repository Optimization Program, one of the key components of the Public Health Digital Platform (under Clinical Care Service delivery). 

Must haves:

  • Experience with and knowledge of Project Management concepts (e.g. project goals, risk, scope, participant roles, project and work package planning & scheduling, and quality management)
  • Excellent communication skills both verbal and written, and strong stakeholder engagement skills
  • Time management, with the ability to manage tight deadlines and prioritize multiple projects
  • Collaboration, coordinating tasks, and ensuring that everybody works together effectively, this also involves conflict resolution 
  • Minimum 5-8 years’ experience project managing electronic health-related projects, ideally with experience deploying clinical software systems 
  • Knowledge of immunization workflows and associated business processes within pharmacies, hospitals and health records as asset 
  • Past experience with jurisdictional public health programs (example: Immunizations) will be of significant benefit 
  • Past experience working with or awareness of Panorama, will be of additional benefit
  • Demonstrated experience managing projects in Matrix organizational environments

Responsibilities:

The Senior Project Manager is responsible to oversee projects and workstreams related to the development of an Immunization Repository, including management of issues, risks and service change requests to ensure successful and on-time deployment of workstreams. 

·      Develop and manage the Integrated Project Plan reflecting the timelines and deliverables for the six (6) project workstreams

·      Forecast, monitor and report dedicated budgets for approved projects within the portfolio

·      Engage with vendors and stakeholders; handle client relationships to manage expectations

·      Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed; identify potential conflicts between project and functional areas

·      Work with the Clinical Repositories, Registries and Electronic Health Record Data Management teams, namely the Digital Health Drug Repository (DHDR) development team within Ontario Health to provide stakeholder feedback, business requirements

·      Work closely with Architecture, Standards, Privacy and Security teams within Ontario Health to refine business requirements

·      Articulate and prioritize issues and risks and recommends mitigation strategies for decision makers

·      Use appropriate strategies and actions to overcome resistance to change in support of change during all stages of projects – concept, definition, planning, implementation and close-out

·      Ensure go-live readiness: technical, configuration, conformance obligations and any workflow modifications

·      Develop project status reports, deployment reporting/tracking and maintaining and monitoring status reporting logs for stakeholders within Ontario Health and the ministry

·      Update and monitor project document repository to ensure all documents are reviewed and maintained in the repository

Desired Skills:

·       Professional certifications: Project Management Professional; Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge

·       Demonstrated project management software skills and experience e.g. MS Project, MS Teams etc.

·       Demonstrated experience working with various Project Management delivery methodologies (e.g. Waterfall, Agile, etc.)

·       College/University undergraduate degree in Health, Computer Science, Engineering, Business or related discipline from a recognized institution or equivalent experience – desired

·       Knowledge of pharmacy and/ or immunization workflows

·       Experience with health system business implementation and deployment projects

·       Experience in liaising with customers/stakeholders where customer service was a key focus to responding to queries, issues/risk management, etc.

·       Experience operating in highly political environments and across various organizational cultures

·       Working knowledge of privacy policies and legislative processes – Health Protection and Promotion Act (HPPA), Freedom of Information and Protection of Privacy Act (FIPPA) and Personal Health Information Protection Act (PHIPA) and associated Health Information Custodian (HIC) requirements

Criteria Details:

  • Minimum 5-8 years’ experience project managing electronic health-related projects, ideally with experience deploying clinical software systems: 20 points
  • Excellent communication skills, demonstrating strength in presentation skills, verbal, written, active listening, conflict resolution and stress tolerance: 20 points
  • Knowledge of Healthcare Information Systems and data workflows: 10 points
  • Experience with health system business requirements definition and implementation: 10 points
  • Knowledge of immunization data, pharmacy workflows and associated business processes within hospitals, patient admissions and health records: 20 points
  • Demonstrated and applied use / knowledge of privacy policies and legislative processes such as - Health Protection and Promotion Act (HPPA), Freedom of Information and Protection of Privacy Act (FIPPA) and Personal Health Information Protection Act (PHIPA): 10 points
  • Proven track record working with health care professionals in the field: 10 points

Total: 100 points



Deliverables Include:

Must Haves:
·        5-8 years’ experience as a Project Manager experience with electronic clinical software systems/health-related projects
·        5-8 years’ experience deploying clinical software systems
·        Experience with and knowledge of Project Management concepts (i.e., project goals, risk, scope, participant roles, project and work package planning & scheduling, and quality management)
·        Experience with immunization data workflow and/or pharmacy or Panorama

Location: Hybrid: 2 times a month onsite (office location flexible)
The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
