Responsibilities:
The Business Architect will be responsible for supporting the portfolio's vision to re-imagine healthcare provider identity and access management assets, fostering a more connected healthcare system, and promoting a citizen-centered, digital-first mindset. The Business Architect will support the Digital Excellence in Health digital and transformation strategy, roadmap, and change management, working closely with stakeholders and teams to deliver business outcomes across a complex stakeholder landscape. The Business Architect will design ONE ID’s business and operating models to achieve its strategic vision and build transformative identity and access management capabilities.
Key responsibilities include:
· Facilitate Business Model Innovation and Transformation:
o Analyze existing business and operating models to identify areas for innovation and transformation
o Develop and implement innovative business models aligned with Ontario Health's strategic goals
o Collaborate with stakeholders to ensure successful adoption of new business models
· Support Fiscal Responsibility:
o Evaluate IT products and services for cost-effectiveness and value for money
o Monitor and report on financial performance and resource utilization to align with budget constraints
· Guide Modernization Efforts:
o Assess current technologies and processes to identify modernization opportunities
o Define and implement new technologies and processes to improve efficiency and effectiveness
o Stay updated on industry trends and best practices to guide modernization efforts
· Standardize Identity and Access Management:
o Develop and enforce standards for identity and access management for ONE ID 2.0
o Design and implement streamlined processes and working with the solution architect on technologies to achieve efficiencies and standardization
o Ensure compliance with relevant regulations and policies
· Implement Customer-Centered Digital Transformation:
o Advocate for a customer-centered approach in all digital initiatives
o Design solutions to enhance user experience and satisfaction
o Gather and incorporate feedback from users to continuously improve digital services
· Oversee Coexistence and Migration Strategy:
o Develop and maintain a detailed plan for the coexistence of old and new identity and access management solutions
o Design and oversee the implementation of a migration strategy for users, organizations (Health Information Custodians - HICs), services, and identity providers
o Monitor and manage the transition process to ensure minimal disruption to services
o Coordinate with IT and other stakeholders to address any issues during the migration
o Provide training and ongoing support to users during the transition period
Desired Skills:
· Knowledge and experience with of information technology and Identity and Access Management providing the ability to integrate and identify digitally-enabled opportunities to solve business pressures/needs
· Knowledge and experience with cloud operating models, modern digital identity patterns, implementations and solutions
Criteria Details:
Minimum 5+ years experience as a Business Architect working specifically in the strategic and business domain: 10 points
Demonstrated experience in leading the development and/or implementation of product level Operating Models including (but not limited to): 20 points
o Stakeholder engagement and facilitations
o Consensus building and negotiations
o Developing component models in support of Operating Model (e.g. process, KPI’s, service models, value streams, capability models, etc)
o Communications and change management activities
o Implementation of the Operating model
Demonstrated experience leading provincial level transformation initiatives resulting from strategic direction changes. Experience must include (but not limited to): 20 points
o Stakeholder engagement and facilitations
o Consensus building and negotiations
o Developing relevant models in support of transformations change (e.g. process/service models, value streams, capability models, current state target state etc.)
o Communications and change management activities
Demonstrated experience developing business architecture artifacts to support delivery of solution architectures particularly Identity and access management solutions, including (but not limited to): 25 points
o Business concept/context architectures
o Business case development
o Functional models, information models, Data flow diagrams etc.
o TOGAF concepts
Demonstrated knowledge implementing Cloud and working with digital identity capabilities including (but not limited to): 25 points
o Solid understanding of Identity and Access Management capabilities
o Developing business architecture artifacts to support solution development
