Project Description:
The VCH/PHC InterRAI Strategy Implementation project will transition VCH and PHC from their
existing and separate Resident Assessment Instrument (RAI) solutions to a new single Integrated
interRAI Reporting System solution.
Specific Qualifications or Experience Required:
Responses which do not fully meet all the Mandatory Criteria will not be considered. Responses
which do fully meet all the Mandatory Criteria but do not meet all the Highly Desirable Criteria
may still be considered. Notwithstanding the indication from the Service Provider, the Purchaser
reserves the right, at its sole discretion, to determine any Mandatory Criteria or Highly Desirable
Criteria as not fully met by the proposed Consultant(s).
Mandatory Criteria
1. At least 10 years of combined experience as a Project Manager, Project Development
Officer, or Project Officer for large complex projects.
2. At least 10 years of combined experience with projects involving BC’s Health
Organizations (i.e., FHA, FNHA, IHA, VIHA, NHA, PHSA, VCH, and/or PHC) or BC Ministry of
Health.
3. At least 10 years of combined experience as a Project Manager of a large complex IT
related project(s) where more than one of BC’s Health Organizations (i.e., FHA, FNHA, IHA,
VIHA, NHA, PHSA, VCH, and/or PHC) were a stakeholder.
4. Hands-on experience in a leading senior role for enterprise strategic initiatives.
5. Exceptional communication skills – both written and verbal with audiences at all levels.
6. Exceptional active listening skills.
7. Exceptional ability to develop and deliver clear messages for complex topics to a variety of
audiences at all levels.
Exceptional ability to develop and maintain strong and professional working relationships
with a variety of stakeholders at all levels.
9. Ability to influence others and move towards a common vision or goal.
10. Exceptional analytical skills and the ability to develop well considered, logical, and
justifiable options.
11. Proficient with Microsoft Office (Word, Excel, PowerPoint, Project, etc.)
12. Experience with PHSA Project Management Office with knowledge of project
management methodologies, tools, and real-world best practices.
13. Exceptional skills in handling sensitive and challenging situations.
14. Exceptional organizational and time management.
15. Exceptional ability to work across all project areas (e.g., technical and clinical) and identify
upstream impacts, downstream impacts, dependencies, and overlapping activities.
16. Experience in organizational change management, training requirements analysis, and
education rollout strategies.
17. Experience with coordinating and providing oversight for internal & external project
partners, including vendor-led implementations for a user base.
18. Ability to manage and lead vendor teams against contract deliverables.
Highly Desirable Criteria
19. Valid (unexpired) Project Management Professional (PMP) certification. Consultant(s) to
include a copy of the valid (unexpired) certificate issued by the Project Management
Institute (PMI).
