The Nova Scotia Health Information Management and Information Technology (IM/IT) group is seeking an experienced Senior Project Manager to oversee a dynamic, multi-disciplinary team responsible for the strategic and tactical planning, implementation, and support of theOne Person, One Record (OPOR) Program projects such as Laboratory Medicine, Diagnostic Imaging, Patient, or Provider Portals for the OPOR program.  This resource will have led similar implementations within a healthcare organization and is expected to assist in the planning and scope management for the workstream projects, where required.  Experience with Oracle Health (Cerner) is an asset
 

Timelines

Senior Project Manager at 1.0 FTE is a one-year term with a possibility of additional one-year extensions for a period up to but not exceeding three years. Assignment is specific to OPOR.

Requirements

Nova Scotia Health Information Management and Information Technology (IM/IT) group is looking for a Senior Project Manager. This Senior Project Manager will report to the OPOR Program Manager – Project Management Centre of Excellence (PM CoE) and oversee a team of project managers who are responsible for the design, build, test, and implementation of OPOR Laboratory Medicine, Diagnostic Imaging, Patient, or Provider Portals projects within the program. This leadership position has direct responsibility and accountability for the projects within their portfolio.  This includes projects which they may act as the assigned project manager and those managed by their direct reports.
The Senior Project Manager is responsible for management of large and/or complex projects within the OPOR Program. The Senior Project Manager will support the OPOR Project Managers to successfully plan and execute the projects they are responsible for in collaboration with the required IM/IT and OPOR stakeholders. They will provide guidance and expertise to the OPOR Program’s leadership team based on their experience with Laboratory Medicine, Diagnostic Imaging, Patient, or Provider Portals. The Senior Project Manager will foster an excellent relationship between Oracle Health, other vendor partners and OPOR leadership to ensure timely and smooth project deliverables across the program.  The Senior Project Manager must be available during standard working hours of 8:30-4:30 AST.  This can be a remote position however at NSH discretion travel may be required. 
 
The Senior Project Manager performs a variety of tasks, including but not limited to:
·Lead a team of Project Managers to implement OPOR in support of the provincial strategic direction under the guidance and direction of the OPOR Program Manager – PM CoE.
·Responsible for ensuring that OPOR projects within the area of responsibility are implemented to support the effective and safe delivery of patient information to care providers.
·Will ensure projects are transitioned to support services/operations in accordance with OPOR program support policy/practice.
·Responsible to provide coverage when other members of the PM CoE project management team are on vacation, where applicable.
·Maintain and foster strong relationship with vendor, NSH, IWK, Department of Health and Wellness, other OPOR Program teams and business stakeholders.
·Support OPOR Project Manager team members within workstream assigned.

Knowledge:

·Knowledge and skills in leading projects in the areas of Laboratory Medicine, Diagnostic Imaging, Patient, or Provider Portals specifically with Oracle Health (namely Cerner) Clinical Information System solutions is a desired asset.
·Knowledge and skills in the areas of Project Management methodologies, tools, applications, and systems of support. 
·Undergraduate degree. Consideration may be given to those with equivalent training and work experience.
·Project Management Certification (PMP) required.
·Master’s degree an asset, particularly in health administration, leadership, Master of Business Administration.
·Certified Health Executive (CHE) and/or Certified Professional in Healthcare Information and Management Systems (CPHIMS) designation an asset.
 

Relevant Skills and Experience:

·Minimum of 5 to 7 years’ experience with IM/IT Services, project management, programs, and services. 
·Minimum of 5 years of people leadership experience
·Project Management experience in a complex health care organizational environment preferred.
·Strong knowledge of health care issues
·Strong analytical, organizational, and problem-solving skills with the ability to multi-task to meet tight deadlines.
·Strong interpersonal skills and level of professionalism
·Ability to influence and collaborate with diverse stakeholders.
·Experience in leading teams of staff with indirect accountabilities to other operational units
·Ability to influence and collaborate with diverse stakeholders.
·High level of accuracy and attention to detail
·Ability to execute through effective delegation, motivation, and oversight.
·Experience in data analytics
·Ability to prioritize and meet deadlines.
·Excellent verbal and written communication skills
