RQ00081 - Security Architect - Senior

Description

Role:

·        Provide expertise and leadership in information technology (IT) architecture with focus in Technical (including infrastructure and networks) Application architecture, as well as focus in business and information architecture, along with enterprise architecture frameworks, strategies, and methodologies.

·        contribute to and manage the planning, design, delivery, and implementation of architecture solutions related to large scale, complex, multi-year I&IT projects required to meet the critical business requirements of our ministry client(s)

·        help and support with the development of designs and solutions to challenging multi-ministry, enterprise-wide business issues.

·        contribute to the definition, evaluation and provide leadership in the development of architecture policies, standards, guidelines, and best practices affecting multi-ministry/cluster initiatives.

·        determine the risk of business solutions and propose risk mitigating techniques.

·        lead and facilitate the development and use of frameworks to identify, measure and propose mitigating tactics for enterprise-wide technical debts.

·        Work with the project team in completing all relevant and required documentation in alignment with OPS standards.

 

Skills and Knowledge:

Technical Knowledge:

•        Expertise in I&IT enterprise architecture with knowledge primarily in Technical, Application as well as in security, business, and information domains.

•        Have successfully led the design of multi-stakeholder, cross-platform technology solutions.

•        Have experience with IT strategies, policies, plans, current and emerging enterprise architecture principles, methodologies, mechanisms, and techniques.

•        Have experience conducting threat risk analysis, identifying risks pertaining to existing business solutions and applications and providing appropriate mitigation strategies.

•        Have experience analysing portfolios of business solutions and determining the future direction of each portfolio based on the organizational needs and industry directions.

•        Have knowledge of technical security best practices to provide practical expertise to meet complex and diverse needs.

•        Have knowledge of current industry standards to provide advice, including systems analysis, performance & capacity management, development, testing and implementation methods, Change Management tools and techniques.

•        Have a deep understanding of governance processes and best practices in governing architecture of technology projects.

•        Have a strong understanding of risk management and how enterprise architecture processes and best practices can be used to manage risk.

•        Have the ability to apply industry best practices and standards in architecture, software and systems engineering, design and development tools and techniques, and software lifecycle methodologies.

•        Have knowledge of Project Management and Service Management practices

•        you have knowledge of Application Portfolio Management frameworks.

 

Leadership Skills:

•        Have led cross functional, and multi-organizational projects.

•        Have led project status meetings and other organizational activities related to architecture priorities.

•        Can provide guidance and training to project staff engaged in architecture related project activities.

•        Can provide technical guidance to support staff; schedule activities and explain/document procedures related to the solution infrastructure.

•        Can establish effective working relationships, obtain buy-in for systems development, promote systems to senior management and stakeholders.

 

Research and Analytical Skills:

•        Can develop architectural solutions to meet complex, multi-year plans, spanning multiple internal/external stakeholders and broadly defined business objectives.

•        Can resolve significant integration and technical issues to address multiple systems/applications linkages, interdependencies and impacts where requirements are not initially clear.

•        Can research and recommend innovative systems architecture alternatives and integration strategies.

•        Have developed and compiled your research and recommendations into reports for senior executives.

•        Can plan and coordinate all phases of complex multi ministry/cluster architecture for systems supporting both internal/external clients and stakeholders.

•        Can develop appropriate performance measures that are adaptive and responsive to address the continuous introduction of new and emerging technologies, use of unfamiliar or unproven technology, broadly defined or undefined business and systems requirements.

 

Communication Skills:

•        Have developed and delivered presentations to senior executives.

•        Can present IT strategies and solutions to management.

•        Can advise regarding approaches to contentious systems architecture issues.

•        Can provide architecture and processes training to clients and projects.

•        Can consult with multiple stakeholders and clients to advise on technical issues.

•        Can facilitate discussions among stakeholders with different interests.

•        Can encourage participation in the systems design process.

•        Can negotiate service agreements with client management and other IT groups to minimize delivery issues and exceed service expectations.

•        Can provide advice and recommendations regarding effective architecture strategies.

•        Can facilitate both performance and capacity management discussions with support teams as well as clients

Experience with justice sector, law enforcement technology projects and initiatives.


Deliverables

Deliverables:

·        Creation of technical specifications for system(s) development

·        Design, implement and work with the project team in completing all relevant and required architectural and system design documentation.

·        Ensure alignment with OPS and OPP I&IT directives, policies, and standards.

·        Business architecture, as well as traceability to solution logical and physical architectures

·        Ensure appropriate documentation to support privacy assessments, threat risk assessments, penetration tests and other required security testing and evaluation are as per OPS I&IT standards.   

·        Create, review, provide input and support of Enterprise Architecture artifacts for all Governance Points as required.

·        Review all test scenarios to ensure the requirements are met; establish traceability matrix to monitor output.

·        Ensure alignment and adherence to Ministry of Public and Business Service Delivery (MPBSD) I&IT governance, standards, workflows, and processes.

·        Support the testing team during system, UAT and other testing.

·        Create and validate business scenarios and use cases.

·        Produce visual depiction of use cases and process flows; ensure alignment with the program area and associated business requirements, objectives and mandate.

·        Be prepared for and participate in knowledge transfer.

·        Undertake special assignments/sub-projects as assigned.

Evaluation Criteria

I&IT Architect Experience 40%

·        Experience with I&IT security concepts, programs, frameworks, and methodologies.

·        Experience with identity and authentication schemes for internal and external access in high sensitivity environments.

·        Experience with various development methodologies (Waterfall, Agile, DevOps) and security testing frameworks.

·        Experience with multi-tiered high availability services including web front end, APIs, applications, storage, and database tiers.

·        Experience with I&IT networking concepts and design.

·        Experience with data storage concepts, structures, and backups.

·        Experience of encryption and public key infrastructure concepts and use of certificates.

 

Business Process Modeling and Design - 35%

·        Experience converting business requirements to technical outcomes.

·        Experience with developing business models for cross agency/partner data flows.

·        Experience developing wireframes and user test cases.

·        Experience with process design and analysis.

·        Support development of business process and technical documentation.

 

Relationship Management - 25%

·        Experience managing executive relationships and reporting to senior management.

·        Experience building relationships with stakeholders, in a multi-stakeholder, cross jurisdictional environment.

·        Experience with public sector governance processes and requirements.

·        Leadership to manage and resolve issues, working in collaboration with team members.
