Communications Specialist - 17859

The Communications Specialist will establish internal and external communications strategies and plans, in alignment with change management and other strategies and deliver internal and external change communication products and services.

Responsibilities of the role include:
  • Acquires a detailed knowledge of the internal department's business policies, principles, strategies, project deliverables, release plans, related planned strategic value and outcomes.
  • Works with Corporate communications to understand and align with organization brand strategy and guidelines to establish aligned branch / solution branding guidelines.
  • Develops and implements communication strategies and plans, aligned with overall change and project plans, to inform and engage external and internal stakeholders with compelling messaging around change.
  • Researches need, approach, and messaging for specific communication events / campaigns, creates written material (e.g., emails, fact sheets, job aids, instructional guides, web content, briefings, newsletters) and designed content (in collaboration with graphic designer), and launches messaging and materials for external and internal audiences, using a variety of tactics and channels. 
  • Upholds the organization’s reputation through relationship-building with stakeholders, public awareness activities and marketing in alignment with visual identity, brand guidelines, and bilingual language requirements.
  • Provides media relations support including creation of news releases, organization of media events, development of speaking points /media briefing content, triaging of media requests, development of media responses and building and maintaining strong media relationships.
  • Oversees the electronic or print production of pamphlets, brochures and / or newsletters and coordinate the distribution of branded materials to staff, property owners, local governments, etc.
  • Leverages digital technology solutions and incorporate digital, social and web strategies to support strategic communications plans, while taking a lead role with social media activities.
  • Develops, supports, and champions the use of the program / project's internal communications platforms and stakeholder engagement channels to ensure the most effective use when communicating through change.
  • Seeks and shares best practice communications for similar change and / or product or service offerings from other public sector, private sector organizations.
  • Monitors, analyzes, and reports communication metrics and results to determine effectiveness of communications initiatives.
  • Assists in the development of training materials and reviews all training materials for alignment with project change messaging.
  • Obtain communications approvals from executive management.
  • Demonstrated experience in delivering external and / or internal communications  
  • Demonstrated experience in strategic communications, public affairs, marketing, and delivering external communications for public sector.
  • Demonstrated experience in communications strategy development.
  • Demonstrated experience in a dedicated communications role, delivering internal employee communications.
  • Demonstrated experience delivering effective change communications strategies, plans, and communications products to support significant business change (external, internal) involving new IT.
  • Experience working with public and special interest group engagement and the facilitation of focus groups.
  • Experience requiring the ability to communicate complex and sensitive information simply and tactfully.
  • Experience requiring strong content writing and ability to create visual content (e.g., infographics, animations) for all media platforms, proficient with desktop design and publishing software, content management systems, and social media platforms.
  • Experience monitoring, analyzing, and reporting on impacts of communications.
  • Demonstrated experience requiring the ability to works well under pressure and meet tight deadlines, while maintaining a meticulous attention to detail.
  • Experience requiring strong verbal and written communication, interpersonal, and negotiation skills, with high emotional intelligence and superior presentation skills to executives, management and with staff at all levels.
  • Experience working independently, with a high level of self-direction, and strong interpersonal skills, with an ability to confidently engage and collaborate with project team members and stakeholders at all levels.
  • High level of skill with Microsoft Office (Excel, Word, PowerPoint, Visio).
