Fiber Coordinator/Planner (128750)

ROLE: System Planner (Milestone)

Key Responsibilities/Job Functions:
•Work with procurement and contracts for D&B (Design and Build vendors) engagements for survey & preliminary engineering of network expansion opportunities as tasked by the Manager, Access Network Expansions.
•QC (Quality control of designs) all D&B (Design and Build vendors) preliminary engineering work and liaise with Unified Fibre Planners & GIS (Software design tool) specialists to update models and feasibility assessments.
•Complete network expansion opportunity bid submissions as tasked by the Manager, Access Network Expansions.
•Support preparation of budgets, bids, and contracts for D&B engagements for awarded projects.
•For awarded projects:
•Provide project design scope and QC (Quality control of designs) all D&B (Design and Build vendors) engineering work including permit drawings and ensure compliance to engineering design standards and specifications.
•Create a Bill of Materials with all material & labour and detailed design which captures the most cost effective routes & technology.
•Create a Liaise with local utilities, municipalities and private property owners in order to ensure the timely completion of projects.
•Ensure the project's accuracy before issuing plans to the Construction Department and update construction information in order to provide up-to-date system maps.
•Coordinate a project, which involves cost estimates, reports and updating other departments on project status and flow of information between the groups, which minimizes negative subscriber and municipal issues.
•Liaise with Customer Service, Construction Department, subcontractors and subscribers to ensure a smooth flow of information between the groups, which minimizes negative subscriber and municipal issues.
•Work closely with the delivery manager to report on progress, highlight and mitigate any risk
•Ensure compliance to financial commitments and work toward an expected completion date

•Post-secondary diploma/degree in one of the following is preferred: Electronics Technology, Data Communication or Civil Technology, or an equivalent combination of experience and education.
•Minimum 5 years in the telecommunications field.
•Clearly demonstrated ability to conceive, analyze, manage and implement small to medium -scale Fibre network expansions and upgrades -5 yrs
•Specialized knowledge of Fibre network technology, architecture, planning, construction, operation and equipment such as Fibre Optic Cables, Outside Plant Hardware, and Fibre test & measurement sets – 5 yrs
•Specialized knowledge of HFC, FTF, FTTC, FTTx, XGS-PON network technology, architecture, implementation, operation and equipment such as SA, Motorola, Alcatel and Aurora analog/digital/DWDM/CWDM fibre-optic systems – 5 yrs
•Knowledge of CSA standards, MCR and utility standards, ESA 2204 – 5 yrs
•General knowledge of Digital TV, IP, NSS networks – 5 yrs
•Some experience with a major MSO or Telecom Operator and direct involvement in building small to medium Transport or HFC Access networks. – 5 yrs
•Must have a valid driver's license with a safe driving record and car (may have site meets with potential developers for new sites and or engineering firms) – some mileage will be covered

•Formal Project Management training would be an asset.
•Demonstrated skills in AutoCAD, SpatialNet, RPATS and software based spreadsheets and databases would be an asset.

•Strong analytical ability in translating capacity capabilities to meet stated service/product requirements.
•Proven track record of optimizing capacity to meet the business and economical requirements.

•Strong organizational skills while managing multiple projects simultaneously.
•Strong communication skills and good interpersonal skills are required.
