Job Title: Specialized IT Consultant – Senior

Work Arrangement

  • Onsite – 5 days/week

  • Office-based assignment

Role Summary

The Specialized IT Consultant – Senior provides strategic and hands-on expertise in enterprise data integration, ETL, data warehousing, and business intelligence solutions. The role supports large-scale modernization initiatives, production sustainment, release activities, and infrastructure upgrades, while ensuring structured knowledge transfer to internal teams.

Key Responsibilities

  • Advise clients on Information Management and IT solutions to meet business objectives

  • Improve efficiency and structure of enterprise I&IT systems using Oracle Data Integrator, Informatica, and SSIS

  • Provide strategic guidance on IM, data platforms, and task-based IT technologies

  • Act as subject matter expert during procurement and delivery phases

  • Support release management, infrastructure sustainment, urgent priorities, and upgrades

  • Design, develop, optimize, and maintain ETL pipelines and data warehouse solutions

  • Enhance ETL and SQL performance across large data environments

  • Design data warehouse components, ETL scripts, and hierarchical data models

  • Develop reports, dashboards, and BI solutions using Cognos and Power BI

  • Lead cloud-based data solutions using Databricks, Apache Spark, Delta Lake, and Fabric Data Factory

  • Support production operations, incident resolution, defect management, and unplanned deployments

  • Document system designs, ETL processes, and BI specifications

  • Ensure compliance with Ontario Digital Platform (ODP) standards and data governance practices

  • Perform knowledge transfer to designated internal resources prior to contract completion

Knowledge Transfer Requirements

  • All deliverables, drafts, and final documentation must be stored in designated repositories

  • Project managers and designated staff must be informed in writing of documentation locations

  • Minimum one walkthrough session of all documentation is required

  • Knowledge transfer conducted via one-on-one sessions, documentation reviews, and written communication

  • Knowledge transfer must be completed one week prior to contract end or consultant exit

Required Skills & Experience

Technical Skills (45%)

  • 5+ years senior-level experience with Oracle Data Integrator and/or Informatica

  • Strong experience with SSIS in data warehousing and large-scale data migration

  • Advanced SQL skills across Oracle (10.x+), DB2, SQL Server, PL/SQL

  • Experience optimizing ETL pipelines and SQL queries

  • Experience designing data warehouse components and ETL scripts

  • Hands-on experience with PowerDesigner for data modeling and DDL generation

  • Experience debugging ETL mappings, transformations, and unit testing components

  • Experience with Unix and Korn-shell scripting

  • Experience using Cognos (v10+) and Microsoft Power BI for BI solutions

  • Hands-on experience with Databricks, Apache Spark, Delta Lake

  • Experience integrating Databricks with Azure Fabric Data Factory and Power BI

  • Familiarity with Ontario Digital Platform (ODP) standards and compliance

  • Experience designing cloud-based data solutions for modernization initiatives

Core Skills (35%)

  • Strong experience in data warehouse design and optimization

  • Experience documenting application designs, ETL processes, and BI specifications

  • Knowledge of aggregate reporting and enterprise ETL workflows

  • Experience troubleshooting production issues and managing fixes

  • Experience with defect and issue management tools (HP ALM, HP Service Manager)

  • Experience modernizing large, multi-platform, multi-tier IT systems

  • Experience working across Agile and Waterfall methodologies

Communication & Analytical Skills (15%)

  • Strong collaboration with business and IT stakeholders

  • Ability to translate business requirements into technical designs

  • Strong analytical and problem-solving skills to assess priorities and design alternatives

Public Sector Experience (5%)

  • Previous experience working in a large public-sector organization

Must Have

  • 5+ years senior-level experience in ETL design, development, optimization, and data migration

  • Strong expertise in data warehousing, data modeling, mapping, and performance tuning

  • Advanced SQL across Oracle, DB2, SQL Server, and PL/SQL

  • Hands-on experience debugging ETL pipelines and performing unit, system, and UAT testing

  • Experience with PowerDesigner and hierarchical data models

  • Delivery of enterprise BI solutions using Cognos and Power BI

  • Hands-on Databricks experience (Spark, Delta Lake, Fabric Data Factory integration)

  • Experience designing cloud-based data solutions for modernization initiatives

  • Production support and defect management experience (HP ALM / HP Service Manager)

  • Strong collaboration skills in large public-sector environments with ODP familiarity
