Job Title: Project Manager / Leader


Work Arrangement

  • Onsite

  • Hours: 7.25 hours/day (8:00 AM – 5:00 PM, excluding lunch)

  • Monday to Friday


Role Summary

The Project Manager / Leader is responsible for planning, executing, and delivering IT solution development projects within defined scope, schedule, and budget. The role involves managing project schedules, resources, risks, and stakeholders while ensuring compliance with established project management methodologies and standards.


Key Responsibilities

  • Gather and document project requirements and develop detailed project and implementation schedules

  • Create and manage integrated project plans, deliverables, scope, and timelines

  • Promote adherence to I&IT project management best practices and standard methodologies

  • Direct cross-functional teams to ensure timely delivery of project deliverables

  • Coordinate and monitor project, implementation, and support activities

  • Develop, document, and communicate project guidelines and procedures

  • Resolve resourcing and interpersonal conflicts and negotiate resource changes as required

  • Ensure knowledge sharing across project teams to meet objectives and deliverables

  • Manage large project budgets with strong fiscal control, including estimates, forecasts, gating, and reconciliation

  • Identify project risks and issues proactively and develop mitigation strategies

  • Communicate and escalate risks and issues to senior leadership with recommended actions


Required Skills & Experience

Project Management Skills (30%)

  • 5+ years experience managing IT solution development projects

  • Experience using project management tools and software

  • Knowledge of project management best practices and standards (e.g., PMBOK®)

  • Experience creating and managing:

    • Project schedules

    • Portfolio plans

    • Performance tracking and progress reporting (earned value or similar techniques)

  • Experience with Waterfall and Agile methodologies

  • Experience supporting cross-functional teams to meet time and cost constraints

  • Knowledge of OPS Integrated Project Management Framework and Methodology


Communication & Soft Skills (30%)

  • Strong analytical, problem-solving, and decision-making skills

  • Excellent verbal, written, interpersonal, and negotiation skills

  • Experience preparing and delivering project status updates and progress reports

  • Ability to manage stakeholder expectations related to scope, timelines, and delivery

  • Experience communicating across technical and non-technical stakeholder groups

  • Strong discipline in resolving resourcing and interpersonal conflicts


Technical Skills (30%)

  • Experience with:

    • SQL

    • Linux

    • Windows Server 2016/2019

    • Networking concepts (subnets, VLANs, trusted/untrusted zones, DNS)

    • Virtual machines and hyper-converged infrastructure (HCI)

    • IP networking, Active Directory (AD), NTP, VPN, Remote Desktop

  • Knowledge of server, network, security, and operating system technologies

  • Experience with systems analysis, design, testing, and implementation methods


Stakeholder Management & Leadership (10%)

  • Ability to establish and manage stakeholder relationships

  • Ability to communicate effectively in both business and technical contexts

  • Experience assigning work packages and managing resources for quality and timely delivery

    • Canadian Next Generation 911

    • ESINet

    • E911
