Position Overview

The Technology and Innovation ministry requires Information Technology (IT) professional resources to provide a Senior Technical Business Analyst for the project delivery of ministry projects to modernize and enhance GoA service delivery within the ministry of Technology & Innovation for the Alberta Public Safety and Emergency Services Ministry (PSES) – Correctional Services Division (CSD).

Initiatives to modernize and enhance GoA service delivery include multiple department applications, including the following:

Establish Effective Wi-Fi in Correctional Facilities – Phase 2 Implementation

Alberta's provincial correctional centres continue to face technology and connectivity limitations that restrict access to modern digital services and can impede the delivery of key justice, health, and correctional initiatives. The Correctional Services Division (CSD) Wi-Fi Implementation initiative is delivering secure end-to-end wireless infrastructure across all provincial correctional facilities, with implementation now substantially complete and only two of the ten facilities remaining. Once fully deployed, the solution will support virtual court appearances, electronic disclosure, e-learning, telehealth, staff mobility, and other digital services, improving operational efficiency, enhancing service delivery, and enabling correctional facilities to support current and future government digital transformation priorities.

Video Visitation Service (VVS) – Implementation

Alberta Correctional Services has been implementing a province-wide Video Visitation Service (VVS) to provide inmates with secure, reliable virtual access to family, friends, legal counsel, and other approved professional visitors. The initiative was originally established to ensure visitation services could be maintained during pandemic-related or similar disruptions while also modernizing the overall visitation experience across provincial correctional facilities. With implementation completed at the Edmonton Remand Centre (ERC) and the project now in its final key phase, the focus is on realizing the original vision of a modern, standardized video visitation platform, including enhanced technology capabilities and system-to-system integration with the Offender Management System. In addition to improving accessibility, operational efficiency, and service delivery, the initiative establishes the foundation for future province-wide expansion of video visitation capabilities, enabling Correctional Services to support evolving operational needs and deliver a consistent, scalable visitation experience across Alberta's correctional network.


Key Responsibilities

  • Lead consultations and facilitate stakeholder meetings.

  • Create business requirements, functional specifications, and technical requirements.

  • Create new business and technical processes and complete business process reviews/re-engineering for existing processes.

  • Facilitate business process improvement sessions.

  • Assist in the development of new IT services.

  • Schedule, organize, and lead project status meetings and other meetings as required.

  • Provide support by bridging communication between vendors, client ministries, and corporate technical and business teams.

  • Escalate unresolved issues/risks, options, and recommendations.

  • Responsible for business architecture design, software system specifications design, and database modelling.

  • Participate in iterative development using model-based processes.

  • Perform project management, business and technical analysis, and systems design in delivering complex software solutions spanning n-tier development environments.

  • Produce project artifacts with XML, UML, and/or other web services technologies.

  • Prepare, update, and manage documents defining the business requirements, software requirements, functional design, and project plans and schedules reflecting achievable deliverables for the applications.

  • Prepare regular project status reports indicating project deliverables, possible risks and issues, timelines, and anticipated effort.

  • Ensure appropriate project communication occurs to all parties involved during all phases of the project.

  • Identify required user training.

  • Additional responsibilities as required by the Project Manager for a Business Analyst or Lead Technical Analyst role.


Required Skills & Experience

Education

  • University degree or college diploma in Computer Science, Information Technology, Business Analysis, or a related discipline.

  • An equivalent combination of education and experience may be considered.

Experience

  • 5+ years of progressive experience as a Senior Technical Business Analyst or similar role.

  • Demonstrated experience leading consultations and facilitating stakeholder meetings.

  • Proven experience creating business requirements, functional specifications, and technical requirements.

  • Experience creating new business and technical processes and completing business process reviews/re-engineering.

  • Experience facilitating business process improvement sessions.

  • Experience bridging communication between vendors, client ministries, and corporate technical and business teams.

  • Experience with business architecture design, software system specifications design, and database modelling.

  • Experience with iterative development using model-based processes.

  • Experience with complex software solutions spanning n-tier development environments.

  • Experience producing project artifacts with XML, UML, and/or other web services technologies.

  • Experience preparing and managing business requirements, software requirements, functional design, project plans, and schedules.

  • Experience preparing project status reports, risks, issues, timelines, and effort estimates.

  • Public sector experience is an asset.

  • Experience with correctional services, justice, or public safety applications is an asset.

Work Requirements

Location

  • This resource will primarily work remotely; however, the resource may be required to attend meetings or work sessions in office on reasonable notice from the Province, up to 15%.

  • In the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink and time to and from Edmonton and/or travel within Alberta will be at no cost to the Province.

  • The expectation will be for the resource to work from the office as needed basis.

Work Authorization

  • Work must be done from within Alberta, Canada due to network and data security issues.

Hours

  • Standard hours of work are 08:15 – 16:30 Alberta time, Monday through Friday, excluding holidays observed by the Province.

Equipment

  • The resource will require their own equipment.

  • The resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility.

  • AVD/remote-related software will be installed on the resource's computer.

  • The Contractor shall be responsible for providing all of its equipment, including software, printers, supplies, desks, and chairs. However, the Province shall ensure that the Contractor's resources have the necessary access and credentials to the Government of Alberta's system.

  • In the event that the Contractor's resources are directed to work in-person, the Province shall provide the requisite office space, furniture and office supplies. However, the Contractor shall continue to be responsible for providing computers and software.

  • The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up and all other costs to perform the Services for the duration of the Contract.


Ideal Candidate Profile

The ideal candidate is an experienced Senior Technical Business Analyst with a strong background in business analysis, technical requirements, and process improvement. They bring proven experience leading stakeholder consultations, creating business and functional specifications, and supporting complex software solutions. Experience in public sector environments, particularly within correctional services, justice, or public safety, is a strong asset. The candidate is highly collaborative, detail-oriented, and capable of managing multiple priorities while maintaining high-quality standards.
