Project Control Officer (PCO) 
The Broadband Network Planning & Engineering (BNP&E) team is seeking a Project Control Officer (PCO) that will support project management activities related to implementing cellular coverage in the Montreal subway. 

Responsibilities include: 
- Building and updating project schedules and establishing their baselines using the project scheduling software (e.g. Primavera P6) based on WBS estimates created by the project manager (PM). 
- Measuring corresponding actuals against the schedule baselines and reporting variances to the PM. 
- Maintaining models of the project created by the PM for use in simulating implementation and budget rollout scenarios and optimising the related schedules to respect project constraints. 
- Documenting all aspects of the project plan, from charter to deliverable verification processes based on the information gathered by/with the PM. 
- Supporting the PM in regular project advancement presentations to elaborate on progress and issues. 
- Building a dashboard to track key performance indicators (KPIs) such as time/schedule variance, SPI/CPI, actuals, projected lifetime spend profiles, etc. that will enable the PM to direct and adjust efforts appropriately. 
- Tracking external project deliverable advancement and releasing funds when external deliverables are complete. 
- Documenting project issues and their resolution progress. 
- Risk analysis: documenting risks and their respective probabilities/impacts so that the PM can plan accordingly. 
- Administering communications with external project partners (e.g. progress reports, spend reports, etc.). 

Professional requirements: 
- At least two years of similar experience with technical projects. 
- Having a basic (i.e. component-level) understanding of telecommunications infrastructure. 
- The ability to manage multiple priorities simultaneously to meet deadlines. 
- The ability to effectively communicate and escalate urgent project issues in a timely fashion. 
- Excellent issue-tracking and follow-up skills, i.e. not letting anything “slip through the cracks”. 
- Working proficiency with 
o Oracle Primavera P6 v6.2 (or above) and 
o Microsoft Excel 2010 and 
o Microsoft PowerPoint 2010 
is required. 
- Excellent written skills in French and English. 

Academic requirements: 
- A bachelor’s degree in: 
o engineering (a minor in business or management is an asset) or 
o business administration (a project management profile is preferred) or 
o equivalents to the above. 
- A certificate in: 
o Project management and/or 
o Project scheduling and/or 
o Project control 
is an important asset. 
- An accreditation from the Project Management Institute (PMI) is an asset.
