Technical Development Lead/Manager 

Client Health is looking for a highly motivated and versatile leader to join our THX-i development and delivery team. Acting as the Development Manager, supported by the Director of development and the Program lead, the ideal candidate will collaborate in a core team of senior IT delivery professionals, IT architects, Analysts, partner leads and other development managers to lead development and integration across multiple Health Exchange implementation projects. This includes working with internal and external stakeholders across various technical and business teams, IT Infrastructure teams, business units and partner stakeholder teams to deliver integrating solutions. 

• Participate in the elaboration of the program plan, specifically as it pertains to development operations and integration support 
• Coordinate creation, implementation of development release and deployment plans 
• Effectively communicate details and status on development and release management execution to the program leadership and stakeholder teams 
• Ensure cross team collaboration, adherence and implementation of automation across all steps of the Software Delivery Life Cycle (SDLC) 
• Ensure proper implementation and tracking for development and integration project controls to deliver as per plan and budget 
• Provide guidance to developers, external and partner development teams 
• Manage dependencies, priorities, risks, issues effectively to stakeholder expectation 
• Be involved in all aspects of the project delivery life cycle, from the initial kickoff through the requirements analysis, design, development, unit testing, design review, integration and implementation. 
• Support the program and product teams through change management and adoption 
• Ensure proper triage, prioritization and resolution of application defects (Customer Champion) 
• Enforce architectural standards, security, privacy and reliability best practices 
Required Knowledge: 
• Strong technical knowledge of product development concepts, Agile methodology and the Software Delivery Life Cycle 
• Strong knowledge of Project Management concepts and best practices 
• Development and Development management experience 
• Strong Knowledge of ITIL based operations, development operations, application support and delivery best practices 
• Demonstrated experience with solutions and service implementation models across multiple environments, platforms and stakeholders 
• Demonstrated capacity for problem solving, synthesis, and making sound recommendations and decisions 
• Understanding of development and integration processes in API Software Delivery and deployment is an asset

• Excellent presentation, written communication skills in English 
• French is an asset 
• Health experience is an asset 
Required Professional Designation/Certification: 
• University degree, or college degree with equivalent experience 
• PMP certification is an asset 
• Scrum Master certification is an asset 

• 10+ years in development management experience 
• Combined 5+ years in development experience 
• Combined 5+ years in API (REST/SOAP) delivery or development 
• Combined 5+ years of experience delivering critical service oriented and complex projects in IT Operations, Software Development and or data centres

Mandatory skills:
1. Familiar with AGILE/Container and cloud based micros services delivery
