Position Overview

The Public Sector client has embarked on transforming the work of government to deliver simpler, more efficient, and better services for citizens, ensuring that their needs are effectively met in the digital age. The Province has a strategic role within government to drive efficiencies, innovation, and modernization.

The Digital Design and Delivery Division (DDD) is the Province's centre for digital delivery. It was established to maximize capability and confidence in modern digital practice by ensuring service quality and value through standards and controls. This includes utilizing human-centred design approaches together with agile methodology and modern data practices. DDD works in partnership with ministries to deliver programs that better serve citizens.

DDD requires ten (10) Scrum Masters to work with DDD on service innovation, program review, and digital transformation projects. The Scrum Master will work as part of cross-functional program review or product delivery teams. These teams, led by product owners and DDD, work collaboratively and collectively participate in a full range of activities including field research, backlog definition and refinement, and sprint planning and execution.

Digital transformation projects review the current state of services, identify future opportunities, and then deliver new services that are efficient, effective, and affordable.

Scrum Masters identify and remove roadblocks and distractions that affect sprint commitments and prevent delivery of product features. Scrum Masters will be responsible for the management of the agile sprint process for cross-functional program review or product delivery teams, and will provide leadership and mentoring in agile principles, policies, and procedures, to enable the teams to self-organize and deliver consistently on sprint deliverables. Scrum Masters will be expected to manage communication, maximize transparency, disseminate information related to service delivery, and resolve any conflict when it arises.

Scrum Masters are expected to demonstrate AI fluency through daily use of generative AI and agentic tooling for delivery-grade work, including drafting, analysis, structured retrieval, meeting synthesis, backlog support, delivery reporting, and automation. Scrum Masters should be comfortable with prompt design, retrieval-augmented generation, and evaluation of AI output for risk, hallucination, privacy, sensitivity, and appropriateness for use in the delivery environment. Scrum Masters are expected to build AI-augmented routines that improve team delivery practices and reduce administrative overhead; they do not only consume AI tools.

Scrum Masters are also expected to demonstrate process automation literacy, including working knowledge of process-automation patterns such as workflow automation, digital forms, structured intake, status reporting, agentic process orchestration, and the implications of these patterns for roles and workflows. Scrum Masters must be able to translate technical change into accessible communication for business, product owners, delivery teams, and stakeholders.

Scope of Services

The Scrum Master will be required on a full-time basis, working across two (2) or more projects. Time, location, and frequency of work will vary depending on the needs of the particular project. At the end of each term, it is expected that the Scrum Master may work a maximum of 1,960 hours, unless otherwise agreed upon with the Province. However, the Scrum Master may be required to work fewer or more hours depending on the nature and needs of their work, as directed by the Province.

Services and project deliverables should evolve as the work progresses, in response to emerging user and business needs, as well as design and technical opportunities. However, the following must be delivered (iteratively) over the course of the project:

Key Responsibilities & Deliverables

Agile Leadership & Mentorship

  • Lead and mentor cross-functional program review and product delivery teams in agile principles, policies, and procedures.

  • Lead and facilitate key agile ceremonies, including planning sessions, stand-ups, sprint reviews, product demos, retrospectives, and refinement. This could also include ad hoc sessions.

Coaching & Facilitation

  • Facilitate effective delivery of Services and deliverables by the cross-functional program review and product delivery teams through coaching and guiding the product owner and the team. Specifically:

    • Coach the team on the application of agile methodology including how to provide effective estimates and sprint commitments, how to adjust for external dependencies, how to eliminate blocking issues, etc.

    • Promote the successful achievement of sprint goals and commitments, by acting as the intermediary between the product owner and team.

    • Guide the product owner on reporting, release planning, and road-mapping.

Metrics & Reporting

  • Maintain delivery metrics and report on product level plans, progress, and quality assurance using project management tools and Artifacts such as sprint burndown/velocity charts, product backlogs, and sprint backlogs.

  • Report on progress to the Province as directed.

AI Fluency & Automation

  • Demonstrate AI fluency through daily use of generative AI and agentic tooling for drafting, analysis, structured retrieval, backlog support, meeting synthesis, delivery reporting, and automation.

  • Apply prompt design, retrieval-augmented generation, and review of AI output for risk, hallucination, privacy, sensitivity, and delivery use.

  • Build AI-augmented routines to improve agile delivery support; do not only consume AI tools.

  • Demonstrate process automation literacy, including workflow automation, digital forms, structured intake, status reporting, and agentic process orchestration.

  • Translate technical change and automation impacts into accessible communication for staff, product owners, delivery teams, and stakeholders.

Digital Service Delivery

  • Participate in digital service delivery activities, such as user research and usability testing.

The Province and the Contractor shall determine changes to Services and Materials as required through the Artifacts.

Required Skills & Experience

Education

  • University degree or college diploma in Computer Science, Information Technology, Business Administration, or a related discipline.

  • An equivalent combination of education and experience may be considered.

Experience

  • 5+ years of progressive experience as a Scrum Master, Agile Coach, or similar role.

  • Demonstrated experience leading and facilitating agile ceremonies (planning, stand-ups, sprint reviews, demos, retrospectives, refinement).

  • Proven experience coaching teams on agile methodology, estimates, sprint commitments, and removing blockers.

  • Experience guiding Product Owners on reporting, release planning, and road-mapping.

  • Experience maintaining delivery metrics (burndown/velocity charts, product backlogs, sprint backlogs).

  • Experience working in cross-functional digital delivery teams.

  • Experience with user research and usability testing is an asset.

  • Public sector experience is an asset.

AI & Automation Skills

  • Demonstrated AI fluency – daily use of generative AI and agentic tooling for delivery-grade work.

  • Experience with prompt design, retrieval-augmented generation (RAG), and evaluation of AI output for risk, hallucination, privacy, and sensitivity.

  • Experience building AI-augmented routines to improve delivery practices and reduce administrative overhead.

  • Process automation literacy – workflow automation, digital forms, structured intake, status reporting, agentic process orchestration.

  • Ability to translate technical change into accessible communication for diverse stakeholders.

Certifications

  • Certified Scrum Master (CSM) or Professional Scrum Master (PSM) certification is required.

  • Advanced Agile certifications (A-CSM, CSP-SM, SAFe) are an asset.

Knowledge & Competencies

  • Strong facilitation, coaching, and mentorship skills.

  • Excellent communication and conflict resolution skills.

  • Strong organizational and time-management skills.

  • Ability to work effectively across multiple projects simultaneously.

Work Requirements

Location

  • This resource will work remotely; however, the resource may be required to attend meetings or work sessions in office on reasonable notice from the Province, up to 15%.

  • All travel time and costs associated with relocation, commuting, accommodation, meals, and any travel to or within Edmonton or Alberta will be the sole responsibility of the resource and will not be any cost to the Province.

Work Authorization

  • Work must be done from within Canada due to network and data security issues.

Hours

  • Standard hours of work are 08:15 – 16:30 Alberta time, Monday through Friday, excluding holidays observed by the Province.

  • Full-time basis, working across two (2) or more projects.

  • Maximum of 1,960 hours per term, unless otherwise agreed upon with the Province.

Equipment

  • It is preferred the resource has their own equipment, though the Province will provide a laptop/desktop if necessary.

  • If the resource requires their own equipment, the computer's operating system must be a modern version of Windows or MacOS compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred.

  • AVD/remote-related software will be installed on the resource's computer.

Ideal Candidate Profile

The ideal candidate is an experienced Scrum Master with a strong background in agile delivery, team coaching, and facilitation. They bring proven experience leading agile ceremonies, coaching teams and Product Owners, and maintaining delivery metrics. The candidate demonstrates AI fluency through daily use of generative AI tools for drafting, analysis, backlog support, and reporting, and has experience with process automation patterns. They are highly collaborative, detail-oriented, and capable of working across multiple projects while maintaining high-quality standards and compliance with government policies.
