Job Description:
Title: Senior Business Analyst
Summary
We are seeking a highly motivated and versatile Senior Business Analyst to join our team to lead business analysis efforts across two high-impact, strategic initiatives: the CEBA Program Decommissioning and the Business Accelerator Loan Program (BALP).
In this dual-focus role, you will navigate both ends of the product lifecycle, managing the compliant, secure sunsetting of a major federal relief program alongside the launch and platform integration of a new risk-sharing growth initiative. Operating within a hybrid/waterfall framework, you will systematically analyze external specifications from government and institutional partners (Export Development Canada and the Business Development Bank of Canada), gather comprehensive upfront internal requirements, map out complex data/API integrations, and maintain strict traceability throughout design, testing, and execution phases, ensuring seamless delivery across cross-functional teams.
The ideal candidate possesses a strong balance of technical data expertise, deep core BA frameworks, exceptional stakeholder management skills, and the agility to balance growth-focused integration with strict regulatory offboarding.
Responsibilities
Lead the Business Analysis activities—collaborating closely with BAs, Product, Engineering, Risk, Compliance, and external partners—across both strategic portfolios:
1. CEBA Program Decommissioning
  • External Spec Integration: Analyze incoming technical specifications, requirements, and timing guidelines provided by Export Development Canada (EDC) to map out ATB's operational execution plan for the terminal phase.
  • Requirements and Data Archival: Gather internal business, data retention, and regulatory requirements through workshops, interviews, and stakeholder alignment.
  • Gap and Process Analysis: Conduct thorough gap analysis between current operational states and the target decommissioned state, identifying operational pain points, data archival inefficiencies, and compliance risks.
  • System Sunsetting: Translate EDC specifications into detailed functional requirements for system sunsetting, secure data migration, and long-term compliance retention.
2. Business Accelerator Loan Program (BALP)
  • Strategic Partner Integration: Lead BA efforts to support ATB’s strategic collaboration with the Business Development Bank of Canada (BDC), focusing on risk-sharing loan programs for high-potential, asset-light enterprises.
  • Platform and API Workflows: Map out direct system integration requirements with the SBA Express platform to facilitate guaranteed financing up to $250,000 for underserved entrepreneurs.
  • Growth and Portfolio Analysis: Document business workflows that optimize loan volume growth and interest income while maintaining ATB’s prudent risk profile and credit policies.
3. Requirements Management, Governance and QA/UAT Support
  • Artifact Creation: Author clear functional and non-functional requirement specifications, user stories, acceptance criteria, process flows, data models, and use cases capturing both growth-oriented financing workflows and detailed wind-down processes.
  • Requirements Traceability: Maintain a comprehensive Requirements Traceability Matrix (RTM) to ensure all regulatory, EDC, BDC, and internal governance needs are tracked throughout the project lifecycle.
  • Quality Assurance and UAT: Guide and participate in User Acceptance Testing (UAT) and document non-functional requirements (security, privacy, performance, retention) to ensure solutions meet both internal quality standards and external partner specs.
Required Skills and Experience
  • Core BA Expertise: Mastery of business analysis principles, methodologies, and best practices across the full project lifecycle.
  • Technical Integration and Data Flow: Proven experience documenting complex technical APIs, system integrations, data flows, and secure data archival/migration protocols.
  • Cross-Functional Communication: Exceptional written and verbal communication skills with a proven track record of bridging the gap between technical teams, business leaders, and external government/institutional stakeholders.
  • Agile and Tooling Proficiency: Hands-on experience with Agile development methodologies and requirements management platforms (e.g., Jira and Confluence).
  • Adaptability and High Ownership: High drive and accountability to manage dual priorities, adapt quickly as external specs evolve, and independently drive deliverables to completion in a fast-paced environment.
  • Analytical Problem-Solving: Strong ability to proactively identify operational friction, regulatory risks, and timeline constraints before they impact delivery.
Note: Preference will be given to candidates with exceptional core BA skills, experience with system integrations/APIs, and a background in either program offboarding or credit/lending solutions. Financial domain knowledge is valued but secondary to top-tier BA fundamentals.

Additional Skills "Nice to Have"
  • BA certification or a Bachelor’s degree in Business Administration, Computer Science, Information Systems, or a related field.
  • 5+ years of experience in business analysis within banking, financial services, or Fintech environments.
  • Understanding of commercial lending processes, credit risk-sharing models, or government-backed loan programs.
  • Familiarity with system sunsetting tools, data migration standards, and regulatory reporting technologies.
  • Experience navigating formal Phase-Gate delivery governance in financial institutions.

  • Stakeholder Management and High-Scrutiny Communication: Exceptional ability to communicate complex regulatory, technical, and risk concepts to cross-functional internal teams and external strategic partners (e.g., EDC, BDC).
