Project Manager / Project Leader

Location: Onsite (Monday–Friday)
Work Arrangement: Onsite, standard business hours
Duration: Long-term engagement (with potential extension)


Role Overview

We are seeking a senior Project Manager / Project Leader to lead and deliver large-scale, complex IT and public safety–related initiatives in a mission-critical environment. The role involves managing multiple concurrent projects, coordinating with diverse stakeholders, vendors, and operational teams, and ensuring projects are delivered on time, within budget, and without disruption to critical services.

This position requires strong leadership, financial control, vendor management, and the ability to operate confidently with senior executives and steering committees.


Key Responsibilities

  • Develop and manage project charters, integrated project plans, schedules, work packages, and communication plans

  • Create and manage assigned work packages within the overall program plan, ensuring all documentation and reporting is maintained

  • Lead end-to-end project delivery across all lifecycle phases: initiation, planning, implementation, and closeout

  • Manage expectations of senior executives, steering committees, and key stakeholders

  • Provide project and portfolio-level reporting to multiple stakeholder groups

  • Identify, assess, and mitigate project risks and issues, providing options analysis and recommended actions

  • Manage multiple concurrent projects in alignment with enterprise IT and project management standards

  • Coordinate closely with public safety operations to ensure project implementations do not impact critical services

  • Oversee vendor management, including negotiation and delivery of multi-year support, maintenance, and warranty contracts

  • Work with Legal and Procurement teams to ensure contracts comply with organizational policies and protect stakeholder interests

  • Ensure development of business cases and approval submissions for long-term technology support and maintenance

  • Maintain strong financial management, including budgeting, forecasting, variance tracking, and fiscal accountability

  • Produce business analysis documentation, outlining problems, opportunities, and solution options

  • Support travel to operational sites as required to provide project coordination and implementation support


Required Skills & Experience

Project & Program Management

  • 10+ years of experience in Project / Program Management

  • Strong working knowledge of PMI and industry-standard project management methodologies

  • Proven experience managing large-scale, complex IT projects across the full SDLC

  • Demonstrated ability to manage large project budgets, forecasts, and financial controls

  • Experience developing project charters, integrated plans, schedules, and governance artefacts

  • Proficiency with project management tools such as MS Project, Clarity/Planview, or equivalent


Technical & Domain Experience

  • Experience managing projects involving telecommunications and voice communication systems in critical environments

  • Hands-on exposure to:

    • Public safety or mission-critical communication systems

    • Voice communication services and system replacements

    • Radio, paging, and logging system technologies

  • Experience leading projects from market scanning and procurement through implementation and completion

  • Exposure to enterprise content management environments

  • Experience working in 24x7 operational environments


Stakeholder, Communication & Leadership Skills

  • Strong experience working with large, cross-functional project teams

  • Proven ability to communicate with technical and non-technical stakeholders, including senior leadership

  • Skilled in preparing:

    • Executive updates

    • Briefing notes

    • Progress reports

    • Presentations for senior management

  • Demonstrated leadership in risk resolution, conflict management, and team coordination

  • Ability to work independently, make sound decisions, and deliver results with minimal supervision


Industry Experience (Asset)

  • Experience within public safety, emergency services, or land ambulance sectors

  • Background supporting mission-critical, high-availability environments


Work & Travel Requirements

  • Onsite role, Monday–Friday

  • Travel to operational sites may be required to support project coordination and implementation
