Job Title: Project Manager / Leader

Work Arrangement: Onsite
Hours: 7.25 hours/day (Monday–Friday, 8:00 AM – 5:00 PM)
Travel: Required (within province)


Role Overview

The Project Manager / Leader will manage complex, large-scale IT initiatives through the full project lifecycle. This role involves leading cross-functional teams, managing risks and budgets, and ensuring successful delivery of highly technical solutions in regulated and mission-critical environments.

The position requires strong stakeholder engagement, structured governance, and the ability to operate in fast-paced, high-impact environments, including public safety operations.


Key Responsibilities

  • Lead multiple concurrent projects and project resources across the full project lifecycle

  • Develop and maintain project charters, integrated project plans, schedules, and communication plans

  • Ensure compliance with established governance, architecture checkpoints, and gating requirements

  • Maintain master project schedules and communication plans (internal and external stakeholders)

  • Participate in steering committees and senior stakeholder forums

  • Provide clear project and portfolio reporting to executive-level stakeholders

  • Proactively identify, manage, and mitigate project risks and issues

  • Develop and manage product backlogs using Agile practices

  • Collaborate closely with stakeholders, developers, designers, and technical teams

  • Support development of business cases and approvals for long-term support and maintenance initiatives

  • Coordinate with legal and procurement teams to ensure contractual and policy compliance


Required Skills & Experience

Project Management (35%)

  • 10+ years of experience delivering complex, cross-functional IT projects

  • Strong knowledge of PMI standards and Agile methodologies

  • Proven experience managing full SDLC (concept to closeout)

  • Expertise in project planning, budgeting, forecasting, and financial control

  • Strong experience with Agile and Waterfall delivery models

  • Hands-on experience with backlog grooming, sprint planning, and release management

  • Experience managing multi-team releases and Go/No-Go checkpoints

  • Proficiency with Jira and Confluence


Analytics & Communication (35%)

  • Excellent verbal and written communication skills

  • Proven ability to present project updates and recommendations to senior leadership

  • Strong stakeholder management across technical and non-technical audiences

  • Experience resolving resourcing and interpersonal conflicts

  • Ability to influence, negotiate, and drive decisions collaboratively

  • Strong documentation and reporting skills


Technical Experience (25%)

  • Experience supporting large-scale enterprise software deployments

  • Strong technical problem-solving and root cause analysis skills

  • Ability to coordinate matrix teams across BA, Development, and QA

  • Experience with business-oriented data analysis and reporting

  • Familiarity with standard development tools and environments


Public Safety & Specialized Experience (5%)

  • Experience working in public safety environments (ambulance, fire, or police)

  • Experience with telephony and radio technologies (IP Telephony, Avaya, P25)

  • Exposure to Computer Aided Dispatch (CAD) systems

  • Experience with data analytics, dashboards, and Power BI

  • Familiarity with cloud platforms (Microsoft Azure preferred)


Nice to Have

  • Experience with real-time or near real-time data platforms

  • Exposure to medical triage systems (e.g., MPDS)

  • Background in regulated or mission-critical environments
