Job Title: Business Analyst

Travel Required


Work Arrangement

  • Onsite

  • Hours: 7.25 hours/day (8:00 AM – 5:00 PM, excluding lunch)

  • Monday to Friday

  • Travel Required: Multiple dispatch centres / communication centres across the province


Role Summary

The Business Analyst will deliver business analysis work packages across concurrent, mission-critical IT initiatives. The role focuses on requirements elicitation, business process improvement, data analysis, and alignment between business needs and technology solutions, with a strong emphasis on public safety, telephony, and dispatch environments.


Key Responsibilities

Business Analysis Delivery

  • Lead and conduct business analysis to assess and prioritize business problems and opportunities

  • Elicit, analyze, and document business and system requirements to support iterative solution delivery

  • Translate business problems into technology requirements and solution-ready documentation

  • Lead business analysis activities at varying levels of detail based on project phase and release plans

  • Align analysis work with Agile methodologies, enterprise architecture, and governance processes

Data & Process Analysis

  • Apply data mining and data scripting techniques to support data analysis and reporting

  • Develop data interface use cases, data standards, and ETL specifications

  • Conduct business modeling, use case modeling, process and data flow modeling

  • Define business rules and non-functional requirements

  • Apply process re-engineering concepts to drive cost-effective business improvements

Performance & Quality

  • Develop and track performance measures for business analysis deliverables

  • Support QA activities to ensure solutions meet business requirements

New Client Requests & Strategy

  • Lead analysis of new client requests and emerging priorities

  • Develop strategies, business cases, cost-benefit analysis, and feasibility studies

  • Support initiatives to improve business analysis maturity

Operational Support

  • Provide on-site operational support during transition activities

  • Coordinate and support remediation related to telephony infrastructure during transition


Required Skills & Experience

Business Analysis Skills (40%)

  • 10+ years experience in business analysis

  • Proven experience translating business problems into technology requirements

  • Experience producing business and IT documentation, including:

    • Business requirements

    • Use cases

    • Business workflows

    • IT process flows

  • Experience gathering data requirements and writing report specifications

Technical & Delivery Experience (35%)

  • Experience working on large-scale, complex, mission-critical IT projects

  • Experience with desktop, web/mobile, telephony, and radio systems

  • Strong ability to bridge business and IT stakeholders

  • Experience working with QA teams to validate business outcomes

  • Experience with enterprise architecture and gating processes

  • Experience managing analysis across concurrent projects

Analytical & Communication Skills (20%)

  • Strong analytical skills to resolve complex and conflicting business requirements

  • Experience translating complex business processes into technical workflows

  • Excellent verbal, written, interpersonal, and negotiation skills

Public Safety Experience (5%)

  • Experience with data-related initiatives (analytics, ETL, BI, dashboards)

  • Experience developing and implementing dashboards

  • Experience with Computer Aided Dispatch (CAD) systems

  • Experience working in public safety environments (ambulance, fire, police)

  • Experience with telephony and radio technologies:

    • IP-based telephony

    • Avaya

    • P25

  • Experience implementing or integrating Medical Triage Algorithms (e.g., MPDS)
