Company Overview:

Ontario One Call acts as the communications link between buried infrastructure owners and individuals who are planning to dig in the province of Ontario. In 2012, the Ontario Underground Infrastructure Notification System Act was passed, which stipulates that by law, anyone in the province of Ontario must contact Ontario One Call before they dig. In addition, we are also responsible for public education, industry outreach, and compliance.

As a Public Safety Administrative Authority, Ontario One Call is focused on guiding construction, infrastructure and excavation industries towards creating efficiencies and improvements across the province. Ontario One Call is a not-for-profit governed by a Board of Directors representative of the underground infrastructure and excavation industries.

Role Summary:

Ontario One Call (OOC) is seeking a dynamic Senior Program Manager Consultant to manage and oversee key operational programs to ensure delivery, manage risks and complete formal reporting activities documenting progress.

Primary Responsibilities:

1.     Strategic Project Management:

a.     Manage and ensure accountability for the full life cycle delivery of operational projects.

b.     Utilize expertise in project management to tracking status of projects and identify/manage risks.

2.     Cost Efficiency and Compliance:

a.     Ensure that all projects are delivered cost-effectively and efficiently, in compliance with the organization's directives.

b.     Oversee project budget alignments, financial forecasts and reporting of actuals to ensuring resources are used within agreed parameters.

3.     Leadership:

a.     Work and guide cross-functional teams in meeting project deliverables.

4.     Stakeholder Engagement and Collaboration:

a.     Collaborate closely with stakeholders to define and prioritize initiatives and execute on the organization’s stakeholder engagement strategy.

b.     Launch and manage outreach activities and engagement activities aimed at strengthening relationships, promoting public safety and reducing damage to underground infrastructure.

5.     Reporting and Governance:

a.     Develop and implement effective reporting mechanisms to track progress and provide insights to senior leadership, aiding strategic decision-making.

b.     Promote good governance practices within One Call, enhancing professional standards and organizational integrity.

6.     Interdepartmental Collaboration:

a.     Work closely with One Call staff across various departments, including IT, finance, and senior management, to ensure cohesive operations and project success.

Qualifications:

1.     Strategic Project Leadership: Demonstrated experience in leading and overseeing project development from inception through project close-out. Skilled in business planning, project management and risk reporting. Proven ability to understand and articulate project progress for executive consumption.

2.     Team Management: Experience in directing, managing, and leading multi-disciplinary project teams, ensuring collaboration among matrix team members and successful delivery of project components.

3.     Performance and Risk Management: Expertise in monitoring and managing costs, risk, schedules, governance, performance, and impact. Able to provide a overarching view of project inter-dependencies and external dependencies, monitoring risk levels. Ability to analyze projects to identify potential risks and issues, prioritize these for senior executives, and recommend effective mitigation strategies.

4.     Executive Alignment: Proven ability to understand and articulate executive expectations and translate them into project deliverables.

5.     Stakeholder Engagement: Experienced in directing stakeholder consultation, facilitation, and consensus building. Provides comprehensive project reporting to multiple stakeholders.

6.     Change Management: Adept at leading strategies and actions to manage resistance to change and to leverage support forces.

7.     Budget Development: Skilled in developing and tracking budgets that accommodate multiple funding channels and cross-organization dependencies.

8.     Change Management: Adept at leading strategies and actions to manage change and transformation initiatives.

9.     Effective Communication: Experience supervising the development and communication of project related updates through various products, including presentations.

10.  Relationship Building: Proven track record of building positive relationships within teams and with external parties, fostering a collaborative work environment.

Desirable Skills:

1.     Industry Knowledge: Understanding of the construction and excavation industry, particularly focusing on public safety and infrastructure.

2.     Governance Acumen: Knowledge of governance practices with the ability to implement high standards of professional governance.

3.     Regulatory Acumen: Knowledge of how to interpret legal and regulatory frameworks to ensure policies are compliant and defensible.

4.     Technology Proficiency: Familiarity with IT and finance systems, enhancing project integration and delivery.

5.     Innovative Mindset: Creativity and openness to new ideas and in developing new approaches in policy development and implementation.
