Overview:

Background
The Department of Health, Innovation and eHealth branch is staffed with professionals who are responsible for the ongoing business operations and evolution of the Department’s digital health solutions. The Branch provides support to Health Stakeholders utilizing digital solutions such as the Provincial Electronic Health Record, the Drug Information System, the Diagnostic Imaging Repository and the Client and Provider Registries.

Over the past decade, the Province has made significant investments in digital health solutions. These investments have resulted in the creation of a single, comprehensive and secure provincial patient electronic health record. Being able to leverage the eHealthNB platform for future services is key to moving New Brunswick forward in the development of a secure digital health ecosystem and improving the delivery of health-care services within the province.

Services Sought
The Innovation and eHealth branch is seeking the services of a Change Management (CM) Lead to support various eHealthNB initiatives, including the eReferral project. The CM Lead will play a key role in the implementation and adoption of the eReferral program, as part of the provincial Health Access Programs services supported by Innovation and eHealth.

Responsibilities of the Change Management lead will include, but are not limited to:
− development and implementation of a Change Management Communication Plan for managing and communicating changes, as a result of the eReferral project;
− maintain a stakeholder assessment which identifies the individuals and groups affected by the change;
− ensure the alignment of change management activities with various stakeholders to support the adoption process, as it relates to the implementation of the eReferral project;
− ensure all stakeholders are actively engaged in the change, consulted with and communicated to;
− build consensus among various stakeholders on specific changes designed to better meet their needs;
− development of a training plan(s) through engagement with various stakeholder groups;
− development of various training tools to support end-user training and adoption, including the facilitation of training sessions;

This statement of work outlines the scope of work, activities and evaluation process for this resource.

The Department will only consider proposals identifying one candidate to fill the requested role. If bidding multiple candidates, they MUST be submitted as separate proposals.

Deliverables
The following Change Management deliverables will be the responsibility of the candidate.

Deliverable Description
Communication Plan and Supporting Communications to Stakeholders
The Communication Plan will serve as a guide to the communication and sponsorship efforts throughout the duration of the project. It is a living and working document and is updated, as audience needs change. It explains how to convey the right message, from the right communicator, to the right audience, through the right channel, at the right time. It addresses the six basic elements of communications: communicator, message, communication channel, feedback mechanism, receiver/audience, and time frame. The development of specific communications to each stakeholder group will be referenced as part of the communication plan.

Stakeholder Engagement
The development of a Stakeholder Engagement Framework will outline the models for engagement, key actions, approach to risk oversight. Guiding principals will be developed to guide the engagement approach.

Training Strategy, Content, Workshop Facilitation
The Training Strategy will identify training needs, establish development gaps (present and future), set organizational training objectives and create a training action plan.

The development of the training content will support how each of the various stakeholders will interact with the digital solution and new business processes. Content will include the creation of training tools, guides, videos, and FAQs.

Workshop facilitation will include the delivery of training to support changes in business processes, as well as end-user training related to the new digital solution.

The successful candidate will be responsible for the evolution of the above deliverables throughout the solution acquisition, planning, design, development/configuration and implementation phases of the project.
