Change Management Specialist

The CLIENT is staffed by roughly 40 professionals who are responsible for the ongoing business operations and evolution of the Department’s digital health solutions. The Branch provides support to Health Stakeholders utilizing digital solutions such as the Provincial Electronic Health Record, the Drug Information System, the New Brunswick Prescription Monitoring Program, the Diagnostic Imaging Repository and the Client and Provider Registries.
Over the past decade, the Province has made significant investments in eHealthNB solutions. These investments have resulted in the creation of a single, comprehensive and secure provincial patient health record. Being able to leverage the eHealth platform for future services is key to moving New Brunswick forward in the development of a secure digital health ecosystem and improving the delivery of health-care services within the province.
In 2017, the Department of Health completed a 5-year Community Health IT Strategy (Strategy). The Strategy laid out a vision for a Provincial community-based digital health system that:
• could leverage the existing eHealthNB environment;
• is integrated throughout the continuum of care supporting seamless flow of information;
• has mobile and wireless capability to support point of care data collection;
• enabled collaborative health team decision support, and that
• provides community-based healthcare professionals with a comprehensive patient health record that includes clinical and diagnostic information such as laboratory results, pharmacy, hospital admission and assessment reports.
The Strategy identified several priority community-based digital health initiatives for the Province. One such priority is the notion of a Single-Entry Model, supported by electronic physician to physician consultation and electronic referral improving access to care.
The Innovation and eHealth Branch are seeking the services of a Change Management Specialist to play a key role in the implementation and adoption of the community-based digital health initiatives. The Change Manager will be customer focused, proactive, self-motivated and able to motivate others to successfully navigate through change. This hands-on role will support the development and evolution of a Single-Entry model service/program along with other community-based initiatives through active collaboration with all stakeholders.

Additional responsibilities of the Change Management Specialist include:
− development and implementation of a Change Management Strategy and Communication Plan for managing and communicating the change throughout the life of the project;
− development of a stakeholder assessment which identifies the individuals and groups affected by the change;
− ensure the alignment of change management activities with participating stakeholders to smooth the adoption process and contribute to problem solving resulting in successful implementation;
− ensure that customers and stakeholders are actively engaged in the change, consulted with and communicated to;
− build consensus among customers and stakeholders on specific changes designed to better meet their needs;
− be an active and visible coach to clinicians and stakeholders;
− work with solution partners to remove barriers to change;
− promote commitment to Future State objectives throughout the life of the project;
report to the Community eHealth Portfolio Manager on the status of the communication and change management plans.


Deliverable Description
Change Management Strategy The Change Management Strategy will document a structured approach to ensure that the changes are implemented smoothly and successfully to achieve lasting benefits. The Strategy will consider the impact of the change on individuals, groups and the organization and will outline a plan for the change to be implemented and sustained.
Communication Plan The Communication Plan will serve as a guide to the communication and sponsorship efforts throughout the duration of the project. It is a living and working document and is updated, as audience needs evolve. It explains how to convey the right message, from the right communicator, to the right audience, through the right channel, at the right time. It addresses the six basic elements of communications: communicator, message, communication channel, feedback mechanism, receiver/audience, and time frame
Stakeholder Engagement The program/solution will have a significant impact on community-based providers, specialists and patients. The development of a Stakeholder Engagement Framework will outline the models for engagement, key actions, approach to risk oversight. Guiding principals will be developed to guide the engagement approach.
Training Strategy The Training Strategy will identify training needs, establish development gaps (present and future), set organizational training objectives and create a training action plan.


-The proposed resource must meet or exceed one of the following combinations of education or certification and experience in the resource role:
• University Degree Or
• Community College Diploma Or
• Special Experience Equivalency Yes/No
-5+ Years of IM/IT Experience Yes/No
-A minimum of five (5) or more years of demonstrated experience as a lead Change Manager on medium to large transformational projects.
Medium to Large complex projects are those that:
o Cross multiple business units and / or organizations;
o Involve multiple direct project participants (i.e. more than 8);
o Operate for an extended period (i.e. more than 9 months); and
The entire five (5) years of experience must have been obtained since January 1, 2010 Yes/No


Requirement Required Experience
-Demonstrated experience in Change Management and in the development of change management programs and plans; 5+ years
-Demonstrated experience in development of training and communication plans; 5+ years
-Identifies and assesses change impacts to the organization’s business processes and technology solutions; 5+ years
-Demonstrated experience engaging stakeholders in contributing to effective change; 5+ years
-Developing and/or implementing a change management process and tools; 5+ years
-Demonstrated ability to work effectively with a diverse group of clinical and non-clinical stakeholders; 5+ years
-Experience working in eHealth or health care capacity is considered an asset; NA
-Written and spoken competence in English is required. Written and spoken competence in French is desirable; NA
-Certification in Change Management would be considered an asset. NA
